India: Three HRDs attacked during fact-finding mission

On 26 March 2011, Mr. Swami Agnivesh, member of the human rights NGO People's Union for Civil Liberties was carrying out a fact finding mission, accompanied by Mr. Ajay Singh and Mr. Rishi Milind, when they were allegedly attacked by an angry mob of up to 300 people near Dornapal village, Dantewada, in Chattisgarh. It is alleged that those involved in the attack were from the Dornapal Salwa Judum camp and the Erabore village relief camp. It is reported that during the attack, the vehicle in which the three human rights defenders were travelling was stoned, the tires were deflated, their laptops were stolen, and supplies which they were transporting to the villages were taken away. It is alleged that the protesters held anti-"Maoist" banners and criticised Mr. Agnivesh for failing to document the killing of civilians by "Maoists" in his fact finding report. Mr. Agnivesh reportedly tried to explain to the crowd that he also actively condemned killings allegedly carried out by "Maoists". The laptops were reportedly later returned to Mr. Agnivesh. The objective of the fact finding mission was to document alleged human rights abuses which had occurred in Tarmetla, Morpalli, Timapuran and the surrounding villages between 11 and 16 March 2011. Tarmetla, Morpalli, Timapuran and the surrounding villages were attacked by Koya commandos and COBRA forces of the Chhattisgarh police force. It is alleged that during the attacks five people were killed, three women were sexually assaulted and 300 houses were burned down. It is reported that the alleged police attacks on the villages formed part of a police operation known as Operation Green Hunt, the objective of which is to remove "Maoists" and Naxalite rebels from various parts of India. It is alleged that the protest and the attack were staged in order to prevent the aforementioned human rights defenders from documenting crimes reportedly carried out by the police. Mr. Agnivesh, Mr. Singh and Mr. Milind, had planned on visiting Tarmetla, Morpalli, and Timapuran village. However, following the attack, they were not permitted to proceed to the mentioned villages.
