On 13 April 2013 two activists, Nguyen Van Dai and Pham Hong Son - a human rights lawyer and human rights activists respectively were detained for hours in order that they missed a meeting with US Deputy Assistant Secretary Baer which they had been invited to. The day before the meeting (12 April 2013) both activists noticed unusual activity with police arriving outside their homes and checkpoints being set up to prevent cars coming through. During the five hours in their custody, police used the "same old trick" of purportedly investigating complaints against the activists.
